New NJ IEP Law 2025

Just last week on July 22nd, 2025, Governor Phil Murphy signed a new NJ IEP law that affects New Jersey public schools. With this new NJ IEP law, NJ took a big step towards fairness in special education. Parents will now be pre-informed with actual details regarding the discussion of their child during these IEP meetings. What does this mean for busy families? It makes a big difference, parents/guardians will now be able to prepare questions ahead of time.

If you’re a New Jersey school district, chances are you’ve already heard chatter regarding this new NJ IEP law. Starting this 2025-2026 school year, schools will legally be required to give parents more than just the meeting invite, they’ll need to include details around the discussion of the meeting. These details must be provided no less than two days before the meeting, and they will need to share a summary of the students’ progress, services, and plans. Although this is an amazing step forward for families with children who have learning disabilities, for the in-house school team, this adds more work on an already crowded plate. This is where Horizon Staffing Resources can step in and help. We understand the pressure NJ public schools are facing right now. That’s why we focus on providing reliable, trained, and compassionate support staff who can help schools stay ahead of these new compliance requirements.

What Does the New NJ IEP Law 2025 Actually Mean?

As of July 2025, New Jersey public schools are now expected to send parents a written overview before every annual IEP meeting. This overview must include:

  • How the student is doing academically and functionally
  • A snapshot of proposed services and goals
  • Written input from any IEP team member who won’t be in attendance at the meeting
  • An opportunity for parents to provide feedback ahead of time

For families that juggle jobs, have language barriers, or are navigating special education for the first time, this notice can be a game changer. It gives them a chance to read, process, ask questions, and actually participate in the meeting as equals. However, that only works if people working with the child every day are able to track progress and communicate it clearly. This is where having the right support staff makes all the difference.

How Horizon Staffing Resources Can Help

We know school personnel are doing their best. But when support staff becomes stretched too thin, it can result in juggling too many students at once, moving staff around too much, and the IEP process starts to feel rushed for both families and the school. Here is how Horizon Staffing Resources can help, we can place paraprofessionals who actually know the student they’re working with. We don’t just place warm bodies. Our vetted pool of ABA paraprofessionals in NJ support students with everything from academic tasks to personal care to social-emotional skills. They’re in the room, every day, noticing what’s working and what doesn’t. Therefore, when it’s time to pull together a two-day notice IEP summary, there’s actual insight to include. We can provide your school district with:

RBTs and Behavior Staff Who Track Real Data

Behavioral goals are a huge part of many IEPs but only if someone is tracking them consistently. Our Registered Behavior Technicians (RBTs) do just that. They work under supervision of BCBAs and stay in close contact with classroom staff to ensure that student behavior plans are being followed and improved as needed. This kind of data becomes gold when you’re going to need to draft these pre-meeting summaries that is required by law.

BCBAs Who Stay Involved

Let’s face it, typically BCBAs can’t attend every IEP meeting. However, now it is required to have their input in written form if they are not attending an IEP meeting. We have a pool of BCBAs to place in your school district so that you don’t have to scramble for paperwork at the last minute. When a BCBA knows a student and stays connected with the team, their written input feels like it’s coming from someone who gets it, not just checking off a box.
